Compliance requirements
The bidder must declare whether it or its relevant managers, supervisory-body members or authorised representatives have, within the applicable period, been convicted of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or offences involving child labour or human trafficking. Other grounds include breaches of tax or social security payment obligations; breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation, an arrangement with creditors, similar financial circumstances, assets administered by a liquidator or court, or suspended business activity; serious professional misconduct; agreements intended to distort competition; an unavoidable conflict of interest; involvement in preparing this procurement that creates an unremediable competitive advantage; serious or repeated failure to perform previous public contracts, resulting in early termination or damages or comparable sanctions; and false or misleading information, failure to provide required information or documents, or improper efforts to obtain confidential information or influence the procurement.
National grounds also include enabling the unlawful employment of a foreign national, being subject to an applicable international or Estonian sanctions measure, and falling within any restriction on participation based on the bidder’s place of establishment or residence set out in the tender documents. The bidder must also confirm that it can provide evidence of tax and social security payments, or information allowing the contracting authority to obtain it. Where a ground applies, the bidder may provide information about measures taken to restore its reliability where the applicable rules allow this.
Qualification criteria and exclusion grounds
The bidder must provide at least two responsible interpreters for each lot bid for. Each must hold at least an Estonian Sign Language Interpreter Level 5 vocational certificate (or an equivalent qualification under the EQF or a comparable qualifications framework) or have completed a degree in sign language interpreting. The bidder must provide their names and certificate numbers or details of their education, including the educational institution, graduation date and diploma number. Copies of certificates or diplomas must be submitted where required; a foreign certificate must be copied if its validity cannot be checked in a public database. The contracting authority will verify certificate validity in the professional qualifications register.
The bidder must confirm that its offer accepts all tender-document requirements, identify the weekday and service line offered, and may not submit a conditional offer. On Monday to Friday, the main line runs from 09:00 to 18:00 and the parallel line from 11:00 to 16:00; Saturday service runs from 10:00 to 15:00. The bidder may submit offers for up to six lots. A joint bid must include an authorisation appointing a representative for procurement and contract-related matters. The bidder must identify authorised representatives not shown on its commercial register card by name and personal identification code, or confirm that there are no such persons. It must identify any information claimed as a trade secret and justify that claim; prices and other specified evaluation-related numerical indicators may not be classified as trade secrets.
