Compliance requirements

The bidder must confirm that neither the company nor its representatives or controlling persons are subject to exclusion grounds. These include convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking; breaches of tax or social security payment obligations; environmental, social or labour law violations; bankruptcy, insolvency, liquidation or similar situations; serious professional misconduct; agreements restricting competition; conflicts of interest; involvement in preparing the procurement in a way that creates an unavoidable advantage; serious or repeated breaches of previous public contracts; submission of false or incomplete information or failure to provide required documents; enabling the employment of unlawfully residing foreign nationals; being subject to international or national sanctions; and convictions for tax-related offences. Where legally permitted, the bidder may provide evidence of remedial measures demonstrating restored reliability. The bidder must also provide the required confirmations and evidence concerning taxes, social security contributions and any electronically available information.

Qualification criteria and exclusion grounds

The bidder’s total general net turnover for the last three completed financial years, namely 2023–2025, must amount to at least EUR 2,600,000 excluding VAT for the three-year period. Turnover information must be provided in the European Single Procurement Document. The bidder must assemble a team of at least six members covering the following eight roles: project manager, analyst, architect, UX/UI designer, front-end developer, back-end developer, tester and data scientist. The requirements for team members are set out in section 5 of the technical description. The submitted CVs must demonstrate that all required qualifications, competences, platforms and tools are covered by the team. The bidder must submit a sample project plan complying with section 6.1 of the technical description. Its quality is one of the award criteria. The tender must follow the prescribed structure; conditional tenders are not permitted. Where relevant, explanations and evidence of equivalence must be submitted. In the case of a joint tender, a power of attorney for the joint tenderers must be included. The tender must identify any trade secrets and explain the designation; the tender price and numerical figures used for evaluation may not be classified as trade secrets.
