Maintenance materials for low-voltage installations

Summary

Compliance requirements

The bidder and relevant representatives may be excluded for specified convictions, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour or human trafficking. Grounds also include unpaid taxes or social-security contributions; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct; competition-distorting agreements; unmanageable conflicts of interest or an unfair advantage from involvement in preparing the procurement; serious failures under previous contracts; false or withheld information or failure to provide requested documents; and breaches of environmental, social or labour obligations. National grounds include enabling unlawful employment of a foreign national, being subject to an international sanction, and certain tax offences. Conviction-related grounds generally cover the previous five years or any exclusion period still in force. For Estonian tax arrears, the notice explains that a tax-debt certificate is not issued for debts below EUR 100 (excluding interest not established by an administrative act) or where payment has been rescheduled. Where legally permitted, the bidder may provide evidence of remedial measures to restore its reliability.

Qualification criteria and exclusion grounds

The provided documents do not set specific financial-capacity, turnover, experience or staffing thresholds. The bidder must submit a compliant, unconditional offer and confirm that it meets the procurement documents. Prices must follow the prescribed structure and be entered in the relevant price form for each lot bid for. If offering equivalent products where required, explain the equivalence and provide supporting evidence. The bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions. It must also confirm that it will not use subcontractors or suppliers meeting the stated Russia-related criteria for more than 10% of the contract value. Joint bidders must appoint an authorised representative and include their power of attorney. The offer must identify any trade secrets and explain why they qualify as such; prices and other specified evaluation figures may not be designated as trade secrets.
