The contractor supplies the materials used to combat slipperiness. Work must be documented, and working time will be verified using GPS. Within 21 days after the winter service ends, the roads must be cleared of grit and the road drainage system cleaned. Offers are scored on price (up to 60 points), invoice payment term (up to 20 points) and response time to start operations (up to 20 points). The offered payment term must be between 14 and 30 days, and the start time after a call-out or the onset of adverse weather must be between 30 and 60 minutes. The price must include all costs, including materials, storage and loading. Bidders must have completed at least one winter season of snow clearing on roads or public squares, worth at least PLN 350,000 gross, and provide at least four suitable vehicles for each region bid for. No tender guarantee is required.
