Winter maintenance of roads and pavements in the Municipality of Mińsk Mazowiecki, 2026/2027

Summary

The procurement covers round-the-clock winter maintenance of roads, pavements, pedestrian routes and cycle connections in the Municipality of Mińsk Mazowiecki during the 2026/2027 season. The work includes snow clearance, winter anti-slip treatment, removal of accumulated snow where necessary and maintaining readiness to provide the service. The contract is divided into four parts: A – roads in the northern area; B – roads in the southern area; C – pavements in the northern area; D – pavements and pedestrian/cycle routes in the southern area. Bidders may tender for one or more parts. The service period runs from 1 December 2026 to 28 February 2027, with work initiated by the contracting authority’s telephone request. Equipment used for road maintenance must have GPS monitoring that allows the authority to check vehicle locations and route histories. Offers are evaluated on price (60%) and the declared time for equipment to be ready for use (40%): readiness within 1 hour scores 40 points; over 1 up to 1.5 hours scores 30; over 1.5 up to 2 hours scores 20; over 2 up to 2.5 hours scores 10; and over 2.5 hours scores 0. The offer submission deadline is 12 October 2026 at 10:00. Bidders must provide civil liability insurance of at least PLN 150,000 per event, evidence of at least one winter road-maintenance service lasting at least three months, and suitable equipment and qualified operators. A separate bid guarantee of PLN 1,000 is required for each part, and the successful bidder must provide performance security of 5% of the offered price.
