Logistics application solution

Summary

The tender concerns the procurement, implementation and operation of a complete logistics application solution for Centraal Bureau Rijvaardigheidsbewijzen. The solution includes an on-premises application accepted for operational use and related components such as ID scanners, self-service check-in stations and ticket printers. The estimated contract value is EUR 1,221,340 excluding VAT, including extension and expansion options. The system must support 24 locations, 175 employees and the processing of 1.2 million examinations. It must cover candidate check-in, identity-document scanning and validation, queue and calling management, ticketing, employee workstations, reporting, secure integrations and data deletion. The required capacity is 45 candidates per hour at small locations, 72 at medium locations and 144 at large locations. The solution must support the required security, privacy, accessibility and availability standards, including ISO 27001 certification, TLS 1.2, SAML 2.0, REST APIs and audit logging. The supplier must provide Dutch-language service-desk support on business days from 08:00 to 17:30, SLA-based incident response, monthly service-level reporting and an agreed implementation, training and handover programme. A Dutch-speaking project manager must be assigned throughout implementation. The initial term is six years, with two possible extensions of up to 24 months each. Award criteria are solution and architecture 30%, implementation and management 20%, experience 20% and price 30%. Tenders must be submitted by 23 November 2026 at 12:00.
