HR and payroll system

Summary

The procurement concerns the delivery and implementation of an integrated HR and payroll system as a Software-as-a-Service solution for Stichting Omroep Muziek, an organisation with approximately 230 employees. The solution must cover HR administration, payroll processing, employee and manager self-service, absence and leave management, reporting, integrations and secure data processing. It must be available at least 99.9% of the time, process at least 250 digital payslips per month and 500 annual statements per year, and meet the specified response-time requirements. The supplier must start implementation within six weeks of award and make the system operational by 1 January 2027. Tenders must be submitted electronically in Dutch by 15 September 2026 at 13:00. The initial contract term is four years, with possible annual extensions up to a maximum of ten years.
