Mobile Telephony

Summary

The tender seeks one provider for mobile telephony services. The bidder must provide mobile voice and data subscriptions and data-only subscriptions, eSIMs and physical SIM cards where necessary, a free 24/7 management platform, service implementation, migration of existing connections and porting of existing telephone numbers. The anticipated initial volume is 441 voice-and-data subscriptions and 188 data-only subscriptions; the shared data allowance is based on 3 GB per user per month. Up to 500 additional data-only subscriptions may be ordered, and the number of subscriptions may be increased or reduced by up to 50% because of organisational changes. The service must include at least 4G connectivity, and where available and supported, 5G and later network generations, at least 99% geographical coverage in the Netherlands and at least 99% network availability measured over a 12-month period. Unlimited calling and SMS within the European Union, mobile data, voicemail, usage controls, a Dutch-language service desk open Monday to Friday from 08:00 to 17:00, and implementation within eight weeks are required. An implementation plan must be submitted within 14 calendar days and a project manager must be appointed for the implementation. The initial contract term is three years. The contracting authority may extend it three times by one year, for a maximum term of six years. The tender submission deadline is 30 October 2026 at 09:00. Price is the only award criterion; the compliant tender with the lowest evaluated price will be selected.
