Operation of an Authority Mail Service

Summary

The tender covers operation of the Landesamt für Flüchtlingsangelegenheiten und Unterbringung (LFU) official mail service at the authority’s mail-service locations and digitisation of incoming mail. The contractor must provide the staff needed to deliver the service and cover associated expenses. Bids must state a fixed monthly net price covering all service-related costs; the pricing must comply with applicable minimum-pay and wage requirements. The bid must be submitted electronically in German by 2 November 2026 at 09:00. Price accounts for 80% of the evaluation and quality for 20%. Quality is assessed on plans for managing both planned and unplanned staff absences and for providing replacement staff in the event of an unplanned absence, each worth 10%. Bidders must demonstrate the required financial and technical capacity, including average annual turnover of at least EUR 500,000 in the relevant field over the last three financial years and at least two qualifying references.
