Restricted European tender for an IGA Tool

Summary

The tender concerns the supply, implementation, integration, training, updates, maintenance and third-line support of an Identity Governance and Administration (IGA) solution for the Dutch judiciary. The solution must be installed entirely within the contracting authority’s infrastructure; cloud, hosted and hybrid solutions are not permitted. The initial contract term is 4 years, with four possible one-year extensions, for a maximum of 8 years. The estimated value is EUR 6,200,000 excluding VAT, including approximately EUR 580,000 for implementation and configuration and approximately EUR 700,000 in recurring annual licence costs. The solution must support approximately 16,000 identities and an environment with more than 500 applications, with integrations to SIMS, Active Directory, Entra ID, TOPdesk, SIEM/SOC and at least two target systems. Participation involves a selection stage requiring the ESPD, certificates, registration evidence, references, insurance, experience and exclusion-ground confirmations. The application deadline is 9 October 2026 at 12:00. Up to five suitable candidates will be invited to submit a tender.
