Identity and Access Management system procurement
Summary
Hogeschool Van Hall Larenstein is procuring one supplier for a new Identity and Access Management platform, preferably as a SaaS solution or comparable service model. The scope covers supply and configuration, test, acceptance and production environments, integration and migration, training and adoption, technical and application management, support, updates, security patches, connector maintenance and transparent licensing. The solution must provide central identity and access management, lifecycle automation, role-based access control, approval workflows, audit and reporting, integration with existing and future applications, and compliance with information-security and data-protection requirements. The current IAM environment is UMRA. The initial contract term is four years, with possible one-year extensions; the pricing comparison is based on eight years. The tender deadline is 27 October 2026 at 23:59. The tender documents state that price carries 60%, quality 30% and fulfilment of wishes 10%. Quality submissions cover an approach plan, an IAM development scenario with architecture and solution design, and support. A complete technical and functional requirements schedule, price sheet and quality submissions must be provided. Implementation must be completed and live by 30 June 2027 according to the procurement document, and the awarded supplier must later demonstrate the solution through practical use cases.
