Self-Scan as a Service – Preliminary Investigations

Summary

The tender seeks a framework agreement with one contractor for the supply, hosting, integration and maintenance of a web-based SaaS solution. The solution must automate preliminary investigations of project areas for soil quality, archaeology, flora and fauna, and unexploded ordnance, and return a green, amber or red status. It must also provide a soil-quality disruption map, reporting, map layers, API and SSO interfaces, and support services. The initial term is 4 years, with up to four one-year extensions. The estimated volume is 28,000–45,000 self-scans per year; the maximum volume is 67,500 per year and up to 540,000 over the maximum term. The application deadline is 6 October 2026 at 12:00. All companies that meet the exclusion grounds, suitability criteria and formal requirements will be admitted to the dialogue phase; there is no points-based ranking or limit on the number of participants.
