Software brokerage and software governance services

Summary

The procurement concerns a single-supplier framework agreement for software brokerage services. The work covers support for the procurement, renewal, administration and management of commercial off-the-shelf software, cloud and SaaS services, as well as contract and licence management, renewal management, cost optimisation, compliance, reporting and software governance. The province retains decision-making control and is not obliged to purchase. The initial framework term is 48 months, with two optional 24-month extensions. The maximum estimated value is EUR 40,000,000 excluding VAT. Tenders must be submitted electronically by 5 October 2026 at 12:00. Variants are not permitted, and one framework agreement will be awarded to one supplier. The tenderer must, among other things, demonstrate three years of relevant experience through three core competences, hold the required insurance and certifications, and accept all technical, legal, security, data protection, reporting and exit-strategy requirements. The award is based on 100 points: software brokerage role and governance 25, information and alerts 25, development and software asset management 15, presentation and demonstration 5, and price 30 points. The tender and, in principle, all communications must be in Dutch.
