Resilience of the growing decentralized energy system
Summary
The tender concerns research and advisory services on the resilience of the growing decentralized energy system and its impact on the integrated energy system. The contractor must develop a conceptual framework and assessment framework, analyse risks, vulnerabilities and impacts, assess the role of flexibility, local generation, storage and control, and provide measures and practical recommendations for policy, innovation and implementation. The work must also address recovery after disruptions, continuity of energy supply, island mode, international examples, and governance, roles and responsibilities. The bidder must submit a compliant tender with the European Single Procurement Document, an approach plan, team descriptions and CVs, references, and a detailed price and work-hour budget. Tenders must be submitted in Dutch by 19 October 2026 at 12:00. The award criteria are the approach plan at 50 points, team quality at 40 points, and price at 10 points. The expected contract duration is one year with one possible extension of up to 12 months; the expected maximum value is EUR 268,595 excluding VAT.
