Interim accession to the Framework Agreement for Specialist Youth Care, Lot 7 – FACT

Summary

The procurement enables providers to join the Regionaal Serviceteam Jeugd IJsselland framework agreement for delivering FACT services under Lot 7. FACT is an intensive, community-based service for young people with complex psychiatric conditions and their families. Services are delivered mainly at the young person’s home, school or in the community, with the aim of preventing out-of-home placement or hospital admission. The framework agreement is scheduled to start on 1 January 2027 and will run for 48 months. FACT is paid on the basis of function-based minute rates: TG1 EUR 1.46, TG2 EUR 2.19, TG3 EUR 2.41, TG4 EUR 2.61, TG5 EUR 2.92, TG6 EUR 3.38 and TG7 EUR 4.51 per minute; each allocation is made with a EUR 30,000 budget. Price has a weighting of 0%, while quality has a weighting of 100%. An already contracted provider mainly submits the FACT form, a valid CCAF mark and a FACT reference. A non-contracted provider must additionally join one of Lots 1–5 and submit all documents listed in the checklist. The tender must be submitted electronically no later than 20 October 2026 at 10:00.
