The Collectivity of Saint-Martin is procuring a single-lot, 14-month consultancy assignment to prepare its 2027–2031 territorial autonomy plan for older people and people with disabilities. The five-phase assignment covers a needs assessment, territorial consultation, strategic priorities and an action programme, drafting the plan, and support for prior consultations, adoption and final presentation. Deliverables include a territorial diagnostic report with neighbourhood maps and at least 25 interviews; a consultation programme; costed action sheets; the complete plan, accessible and English summaries, and a monitoring dashboard.
