Renovation of the Grand Chalon Aquatic Centre (excluding Lots 6 and 7)

Summary

The tender covers renovation of the Grand Chalon Aquatic Centre in Chalon-sur-Saône. It covers 15 of the 17 lots; Lots 6 and 7 are being procured separately. The works include, among other things, scaffolding, demolition and construction, roofing, metal structures, interior finishing, joinery, floor finishes, heating, ventilation, air conditioning, plumbing, water treatment, electrical works, solar power, access control, and external networks and landscaping. Bidders may tender for one or more lots, up to a maximum of 15. The estimated total value is EUR 8,499,348 and also includes the separately procured Lots 6 and 7. The works are scheduled for 17 months, including a 2-month preparation period. A site visit is mandatory; the visit date must be arranged as directed in the tender documents. Bids must be submitted electronically by 12:00 noon on 9 October 2026 and remain valid for 180 days. Optional additional works must also be priced for Lots 1, 3, 5, 10, 11, 13, 16 and 17. For Lot 5, a variant for the method of removing lead from metal structures is mandatory; variants are permitted for the other lots. A social-inclusion employment clause applies to Lots 1–15 and 17, but not Lot 16. The evaluation weighting is 60% price and 40% technical value. Bidders must provide the required application and company details, a list of staff and equipment, and references for similar work completed in the previous five years, stating the value, date and client for each. Workforce-class and professional-qualification requirements apply by lot; the full list is set out in the suitability criteria. For Lots 3, 4, 5, 8–17, a 5% retention is applied to interim payments (reduced to 3% for a small or medium-sized enterprise) and may be replaced by a first-demand guarantee. For Lots 3, 4, 10 and 11, any advance payment is conditional on a first-demand guarantee covering the full advance amount.
