Framework agreement conditions for Barcelona’s municipal personal assistance service and sustainable public procurement measures

Summary

The tender establishes a framework agreement for the qualification of entities and companies to provide Barcelona’s municipal personal assistance service for the Municipal Institute for Persons with Disabilities. The framework agreement runs from 1 January 2027 to 31 December 2030 and has a maximum budget of EUR 13,816,999 including VAT, with a net budget of EUR 13,285,575.96 and 4% VAT of EUR 531,423.04. The estimated value excluding VAT is EUR 15,942,691.15, including a possible 20% modification amount. The service is delivered by the hour. The maximum estimated volume is 121,778.84 hours per year, with hourly prices of EUR 26.73 in 2027, EUR 28.07 in 2028, EUR 28.80 in 2029 and EUR 29.86 in 2030. The contracting authority is not required to order all estimated hours and does not guarantee any minimum number of users, hours, contracts, turnover or revenue. The provider must deliver person-centred assistance that respects the user’s autonomy, preferences and right to choose the provider and personal assistant. It must ensure continuity, replacements, technical coordination, accessible communication, training, incident management, user participation and satisfaction monitoring. The user must be able to choose the assistant from several candidates, and the assistant may not be shared with another user without the user’s free and informed consent. Awarding uses multiple criteria: up to 10 points for automatic commitments and up to 90 points for qualitative criteria assessed by expert judgment. The qualitative proposal must remain anonymous, follow the specified structure and stay within a maximum of 8 double-sided pages, or 16 pages. A minimum of 60 points out of 90 is required in the qualitative section. Offers must be submitted electronically, and only hours actually requested, delivered, validated and accepted will be paid.
