Study and audit of fire-safety capacity at Paris public educational establishments
Summary
This one-year framework agreement covers studies and audits of the fire-safety-compliant occupancy capacity of public educational establishments in Paris. Each of the two lots covers approximately 40–50 establishments, some of which include several buildings. Lot 1 concerns southern Paris (arrondissements 5, 6, 7 and 12–16, excluding Lycée Pierre-Gilles-de-Gennes); Lot 2 concerns northern Paris (arrondissements 1–4 and 8–20) and that lycée. A bidder may tender for both lots but will normally be awarded no more than one. For each building, the contractor must assess the theoretical maximum occupancy against fire-safety rules and evacuation capacity, compare the result with figures provided by the regional authority and school head, and recommend improvements. The assessment is based on documents, with a site visit ordered separately where needed. A separate report is required for each establishment, as well as an overall results spreadsheet for the lot. Services are expected to start in March 2027. The target is at least 10 establishments per month, with the lot’s studies carried out from March through June 2027. The framework agreement lasts one year and cannot be extended. The minimum value for each lot is €40,000 and the maximum is €290,000, excluding VAT. The bid must include a technical memorandum and CVs. The team must include at least one fire-safety prevention expert holding AP2, PRV2 or PRV3 certification, or an equivalent qualification, and at least three fire-safety prevention engineers, at least one of whom holds PRV1 or AP1 certification, or an equivalent qualification. Award criteria are price (50%), technical merit (46%) and environmental performance (4%); bids scoring less than 23 points on the technical criterion are eliminated. Bids must be submitted electronically in French by 3 November 2026 at 17:00.
