Implementation of the GEM Accelerator

Summary

The tender concerns the planning, implementation and operation of the GEM Accelerator, an international business accelerator focused on the electrification, automation and digitalisation of mobility, transport and logistics. The service includes programme planning, national and international participant scouting, marketing and communications, management of applications and selections, three accelerator batches, participant support, partner and investor engagement, monitoring, reporting and final handover. At least 18 companies or teams must be selected across the three batches. The target participants are Finnish and international start-ups, growth companies, research-based teams and potential spin-offs that have progressed beyond the initial idea stage. English is the primary working language, and the service will be delivered through a hybrid model, with key in-person activities mainly organised in the Lahti region. The agreement period is 17 months, from 1 November 2026 to 31 March 2028. The tenderer must submit a total price not exceeding EUR 180,000 excluding VAT, including all costs required to perform the service. Price will not be scored; tenders will be evaluated solely on quality, weighted at 100%. One supplier will be selected. Tenders may be submitted individually or by a consortium, but the selected supplier remains responsible for the complete service, including work performed by consortium members and subcontractors.
