Summary

The tender concerns the development of a methodology for determining scenic viewpoints and modelling the visual impact of tall structures, including structures planned in the marine area, on the Latvian coast. The work includes analysing existing data and international practice, preparing a viewpoint database and geospatial data, conducting viewshed analyses, modelling structures 150, 250 and 350 metres high, and preparing planning recommendations. The service must be completed within 8 weeks and no later than 15 December 2026. The maximum estimated contract value is EUR 29,001.24 excluding VAT, and the tender must be submitted by 24 September 2026. Evaluation awards up to 40 points for price, 50 points for the service delivery description and 10 points for additional experts.
