Market dialogue: Lead and architectural design for phase 4 of the AaltoAlvari renovation

Summary

This is a market dialogue, not a contract notice. The City of Jyväskylä is preparing a procurement of lead and architectural design services for phase 4 of the renovation and extension of the AaltoAlvari aquatic centre. Designed by Alvar Aalto, AaltoAlvari is a protected building complex of cultural heritage significance. The design must take account of the building’s heritage values and protection requirements, the operation of its technical systems, user needs, and the aim of continuing swimming services to the greatest possible extent during construction. Under the preliminary plan, design disciplines will be procured separately. The services will cover project planning, detailed design, preparation of documents for construction tendering, and design tasks during construction. The objective is to prepare the solutions, impact assessments, cost estimates, and implementation and phasing options needed for decision-making. The provisional schedule provides for project planning in 2027, detailed design and preparation of the construction tender and contractor selection in 2028, and construction in 2029–2030. The market dialogue is intended to present the planned procurement and gather feedback on the draft tender documents, the scope of the design tasks, proposed qualification and reference requirements, the schedule, the tender form, and the evaluation model. Participants are invited to review the published draft documents and submit written comments on the questions in the notice by the deadline of 21 October 2026. Participation in the market dialogue does not oblige a participant to submit a tender in any later competition, nor does it oblige the contracting authority to proceed with the procurement in the form described.
