Design and consultancy services for new bridges and other special structures

Summary

The City of Helsinki and its joint procurement partners are seeking design and consultancy services for new bridges and other special structures under a framework agreement divided into three lots: general and structural design for extensive or demanding projects; general and structural design for standard projects; and design project management services. The planned number of framework suppliers is 5, 7 and 4 for the respective lots, provided there are enough eligible tenderers and acceptable bids. Price accounts for 30% of the evaluation and quality for 70%. In the event of a tie, the tenderer with the higher quality score takes precedence; a complete tie is resolved by drawing lots. The estimated total framework value, including possible option periods, is EUR 37,450,000, with a maximum value of EUR 46,700,000, excluding VAT. The estimated and maximum values for the three lots are EUR 27,300,000 and EUR 34,100,000; EUR 7,400,000 and EUR 9,200,000; and EUR 2,750,000 and EUR 3,400,000, respectively.
