Digital collections platform for the Málaga Provincial Virtual Library, including maintenance and hosting

Summary

The procurement is for the supply and implementation of a cloud-based software solution to manage and publicly present the digitised bibliographic and archival collections of the Málaga Provincial Virtual Library. The work includes migrating existing records and digital objects, managing metadata, designing and developing a public online catalogue, hosting, backups, digital preservation arrangements, and ongoing system maintenance and user support. The migration covers 18,099 works, 39,918 multimedia-object groups and 260,259 multimedia objects; the collection includes substantial numbers of text-searchable items and records from five libraries. The solution must support bibliographic and archival descriptions and established metadata standards, bulk imports and interoperability, full-text searching, access to European and Spanish collection aggregators, and online viewing of multiple media formats. The public catalogue must be user-friendly and accessible, meet WCAG/WAI-ARIA requirements, achieve at least AA conformance and an average score above 9.00. Security requirements include compliance with the Spanish National Security Framework (ENS) and ENS-certified cloud hosting. Backups must be made daily in at least two separate locations, with an additional copy on the contracting authority’s servers. The supplier must provide implementation, data migration, training, maintenance and support. The system must go live within six months of contract signature. Support includes unlimited technical enquiries, with maximum resolution times of 24 hours for critical incidents, 48 hours for medium-priority incidents and 72 hours for minor incidents. The contract lasts three years, with the possibility of two additional years through annual extensions. The estimated value is EUR 139,355.04; the tender budget is EUR 116,129.20 excluding VAT and EUR 140,516.34 including VAT. The contract is not divided into lots, and bids are assessed using formula-based award criteria. Bidders must demonstrate the required legal and financial capacity and submit an offer meeting the technical specification.
