Concession to use and operate vacant market stalls and booths at Aspe Municipal Market
Summary
The Aspe municipal authority is granting a 10-year concession to use and operate ten vacant units at its municipal market: booths 26–28, 30–32, 34–36 and L5, and market counters B-2, B-5, B-21, B-16, B-17 and B-18. The units must be used to sell products compatible with the market’s general purpose. The concession may first be extended for 10 years and then twice for 5 years, giving a maximum term of 30 years including extensions. Bidders must submit their bids and administrative documents electronically. Price is the only award criterion: the highest concession-fee offer wins, but the bid for each unit must meet or exceed its stated minimum. The minimums are €1,609.50 for booth L5; €1,820.10 for each of booths 26–28, 30–32 and 34–36; €2,221.60 for counters B-2, B-5 and B-17; €2,319.40 for counters B-21 and B-16; and €1,527.40 for counter B-18. The combined fees for all ten units during the initial period total €19,900.80, and the estimated total including possible extensions is €59,702.40. The bid period is at least 15 calendar days from the day after publication of the contract notice. The concessionaire bears the costs of operating and fitting out the unit. Responsibilities include obtaining any permits required for the activity, arranging water and electricity connections, maintenance, cleanliness, insurance, and compliance with employment and food-safety rules. Permitted uses of counters and booths depend on the activity; for example, food preparation in a bar may require a kitchen and fume extraction, and roof-level extraction requires the relevant authorisation. Units must remain open and staffed during the market’s applicable opening hours. Bidders must also meet the suitability and evidence requirements and, if selected as the best bidder, provide a final guarantee of 5% of the offered amount.
