Support services for sponsorships of the Seville Provincial Council
Summary
The Seville Provincial Council is seeking one provider to support the preparation and assessment of public-sector sponsorships. The work includes analysing sponsorship applications and preparing initial impact assessments; reviewing applicants’ documents and assisting with administration; preparing assessment forms and technical specifications for sponsorship contracts; meeting with and advising sponsored organisations; and assessing the return on investment (ROI) after sponsored activities have taken place. ROI reports must assess, among other things, media and image impact, advertising value, audience reach, and the economic balance between the sponsorship and the consideration received, while explaining the methods and sources used. Findings must be presented with graphs and concise conclusions. Deliverables must be supplied in editable digital formats for the authority’s internal use; the final ROI report will be issued by a public official. The contract runs for 24 months, with an option to extend it by 12 months. The estimated workload is approximately 22 sponsorships per year. This is a call-off service based on unit prices: no minimum volume or payment is guaranteed, and only work actually performed will be paid for. The unit price for the complete service must not exceed €1,925 excluding VAT. The estimated contract value is €127,050 excluding VAT; the 24-month tender budget is €84,700 excluding VAT, or €102,487 including VAT. Delivery deadlines are up to 5 days for preliminary documents, up to 2 days for sponsorship technical specifications, and up to 15 days after the sponsored activity ends for ROI documents. Offers are scored on unit price (up to 49 points) and quality (up to 51 points), including relevant master’s degrees held by the team leader, the assigned specialist’s additional experience, and that person’s experience assessing sponsorship ROI for public-sector entities. Bidders must demonstrate the required turnover, similar past services, and availability of at least one specialist with the required education and experience. The offer must include the required declarations, proof of registration or evidence of a registration application, and a commitment to assign the specialist. A declaration confirming the absence of a conflict of interest is required for each work assignment.
