Supply and installation of a cardiac rehabilitation system for Nuestra Señora de Gracia Hospital

Summary

The tender is for a complete new cardiac rehabilitation system for the cardiac rehabilitation unit at Nuestra Señora de Gracia Hospital in Zaragoza, supporting simultaneous monitoring and management of 12 rehabilitation stations. The supply includes a central station and software with permanent licences, two large-format monitors, 14 electrocardiogram transmitters (12 for routine use and 2 spares), eight cycle ergometers and two new treadmills. The system must also integrate the hospital’s two existing treadmills into the same software platform. The supplier must deliver, install, configure, connect and test the complete solution, train hospital staff and provide the documentation needed to operate and maintain it. Exercise equipment must be controlled through wired connections; the patient-monitoring transmitters may use wireless telemetry intended for medical use. The software must support patient records, treatment protocols, real-time monitoring, alarms, clinical reports and integration with the hospital’s information systems. All equipment must be delivered within three months from the day after contract signing and before the end of 2026. Installation, integration, testing, initial training, documentation and commissioning must be completed within 15 calendar days after full delivery. The minimum warranty is one year. Technical support must be available on working days from 8:00 to 22:00; response must take less than six hours and an on-site technician must attend within 48 hours of a fault being reported. Maintenance, repairs and spare-parts availability must be ensured for at least ten years. The estimated contract value is €115,702.48 excluding VAT and €140,000 including VAT. Bidders must meet the turnover and comparable-supply experience requirements and submit a technical memorandum of no more than 100 A4 pages (excluding indexes, dividers and manufacturers’ technical sheets), a training plan and signed declarations. An in-person functional demonstration of the proposed system and commercial software is mandatory before the tender-submission deadline; an appointment must be requested within the first three days of the offer period. At the qualitative assessment stage, the bid must achieve at least half the available points in each criterion and at least 15 points overall. The total available score is 100: price 40; extended warranty 15; labour and travel costs 10; automatic blood-pressure measurement on the eight cycle ergometers 5; shorter delivery time 5; and technical quality plus the implementation, commissioning, training and support plans 25.
