Intercultural mediation services for the Roma community in the Valdejalón area
Summary
The contract is for intercultural mediation services supporting the Roma community development programme in the Valdejalón area and programmes for people at risk of social exclusion. The work includes helping individuals and families access services and follow-up support, preventing and resolving community conflicts, and mediating between schools and families, including support with attendance, education grants and pathways into further education or employment. Two trained mediators will provide the service; their duties also include preparing reports and data-collection forms and coordinating the service. The initial contract period is 9.5 months in 2027, with up to two extensions of 9.5 months each. The technical specification sets the service periods for each year as 1 January to 30 June and 15 September to 31 December. The contract is not divided into lots. The estimated value is €36,290.20 excluding VAT (budget including 10% VAT: €39,919.22); the estimated value for the maximum possible duration is €108,870.60 excluding VAT. Bidders must submit the required responsible declaration and price offer, and demonstrate professional and public liability insurance of at least €600,000, at least two cultural mediation references, and the required staff qualifications. Each of the two mediators must work 20 hours per week and have at least 300 hours of specialist mediation training and/or a professional mediation certificate and/or a social integration technician qualification. A service coordinator available every day from 8:00 to 20:00 is also required. Award criteria: price, up to 45 points; running an advertising campaign in regional newspapers in each contract year, up to 10 points; providing staff with at least 10 hours of conflict-resolution training during the first three months, up to 25 points; and providing at least 5 hours of basic first-aid training during the first three months, up to 20 points. Bids must be submitted electronically. The successful bidder must provide a final guarantee equal to 5% of the awarded price excluding VAT.
