Organisation and delivery of the 2027 Youth Snow Trip programme

Summary

The procurement covers the organisation and delivery in Andorra of the “Youth Snow Trip 2027” programme for young people aged 18–30 from Mallorca. Six separate trips will take place in the first quarter of 2027, each lasting 6 days and 5 nights; the estimated start date is 15 January. The programme is for 312 young people, with 52 participants per trip. The contractor must provide one accompanying guide for each trip and three additional places free of charge for technical staff of the Mallorca Council. The service includes direct flights from Palma de Mallorca to Barcelona with checked and hand luggage, coach transport to Andorra and between all planned activities, accommodation in a hotel of at least three stars, meals, ski passes, ski-equipment rental, ski or snowboard lessons, activities and participant insurance. Everyone in each trip group must stay at the same hotel. The programme includes four skiing days with at least three hours of lessons daily from 10:00 to 13:00, group activities and an alternative programme in case the ski resort closes. The contractor must also provide daily recap videos and five photographs per day and comply with personal-data protection requirements. The estimated contract value is €299,768.54 excluding VAT; the tender budget ceiling is €209,837.98 excluding VAT, or €253,903.95 including VAT. The maximum price per participant is €960.80 excluding VAT: 70%, or €672.56, is paid by the Mallorca Council and 30%, or €288.24, by the participant. Any price reduction must be distributed between them in the same proportions. Price is worth up to 49 points; the remaining points are for a four-star-or-higher hotel, a ski pass valid at more than one resort, an additional group activity and extra indoor activities in case the resort closes. Tenderers must meet the turnover and similar-service experience requirements and commit to providing a guide for every trip. The successful tenderer must provide the required insurance evidence and, before signing the contract, detailed plans for the trip, accommodation, transport, meals, activities and emergency response.
