An accessibility and usability platform for Fuengirola municipal websites

Summary

Fuengirola City Council is seeking a four-year, non-renewable software-as-a-service platform to improve accessibility and usability across its municipal websites. The contract combines supply of the platform with implementation, integration, configuration, maintenance, support, accessibility assessments, consulting, training, accessible-document services and continuous improvement. It also includes automated monitoring reports and specialist manual and automated accessibility reviews with Accessibility Review Reports. The public-facing accessibility module is intended for the municipal portals within scope; the regulatory-compliance module, including quarterly automated reviews and in-depth audits, initially covers only fuengirola.es and the municipal e-office. Four in-depth reviews and four reports are required over the contract: two in year 1 and two in year 4. The total tender budget is €83,867 excluding VAT (€101,479.07 including VAT), comprising €62,240 for fixed services, €15,560 for supply and up to €6,067 for optional consulting. The estimated contract value is €84,473.70 excluding VAT, including a possible €606.70 increase to the consulting budget. Optional consulting is capped at 25 hours per year, at a maximum unit price of €60.67 per hour excluding VAT; the Council is not obliged to use the allowance and pays only for work requested, authorised, completed and evidenced. The allowance cannot be used to add new portals. Bidders need a valid ENS Medium-or-higher certificate, adequate financial and technical standing, comparable service experience, and registration in the relevant official tenderer register or qualifying evidence of a timely application. The technical proposal is limited to 30 pages and must score at least 12.5 of the 25 technical-quality points to remain in the competition. Evaluation awards up to 25 points for technical quality, 69 for the fixed-services-and-supply price and 6 for the consulting hourly rate. Offers must be submitted electronically within 15 calendar days from the day after the contract notice is published. Participation also requires tax and social-security compliance; the proposed awardee must provide civil-liability insurance of at least €30,000 and the specified final guarantee.
