Management and public service at consumer information offices
Summary
The contract covers the management and public-facing operation of the municipality of Piélagos’s consumer information offices (OMIC) in Renedo and Liencres. The work includes advising consumers and providing information in person and by telephone, receiving and forwarding complaints and dispute-resolution requests, facilitating voluntary mediation, organising consumer education and information activities, and preparing information materials. Services are required throughout the year: the Renedo office is open on Mondays and the Liencres office on Thursdays, from 10:00 to 14:00 and from 16:00 to 18:00. The contract runs for 2 years, with one possible extension, and may not exceed 3 years in total. The contractor must provide at least one staff member with a university degree in Law and documented specialist training in consumer matters, and must arrange cover for absences. The contractor must supply its own computer and office materials. Bids are evaluated on price (up to 49 points), the qualifications and experience of the service staff (up to 35 points), and added benefits (up to 16 points). Added points are available, for example, for additional information sessions, training programmes and information campaigns. Bids must be submitted electronically within 10 working days of publication of the contract notice. No bid guarantee is required. The procurement documents state different budget figures: the administrative specifications give a budget of EUR 46,674 including VAT, while the justification memorandum gives EUR 59,723.66 including VAT. The applicable amount should be verified in the official tender documents.
