Concession to operate the bar-cafeteria at Sant Joan d'Alacant municipal sports centre

Summary

This service concession gives the operator the right and responsibility to run the café-restaurant at the entrance to Sant Joan d'Alacant municipal sports centre and provide catering to the public and sports-centre users. The initial term is 7 years, with the possibility of two further annual extensions. The operator pays the municipality the annual concession fee offered; the minimum annual fee is €14,238.27 excluding VAT (€17,228.28 including VAT). It is payable in monthly instalments between the 1st and 5th of each month. The operator also bears the costs of electricity, fixed telephone service, other supplies and local taxes, and must maintain cleanliness and hygiene on the premises. The premises will be handed over finished, but the operator must obtain the documents needed to start café-restaurant operations at its own expense and provide the kitchen, counter and dining area with equipment and furnishings. Required items include worktables and sinks, an industrial dishwasher, a gas cooker and electric fryer, an extraction hood, refrigeration equipment, a coffee machine, sufficient tableware, and tables and chairs. The 170 m² dining room must have air conditioning with at least 25 kW of cooling capacity (30 kW recommended) and 32 kW of heating capacity. The operator must also pay the annual municipal waste-treatment charge. No transfer of existing staff is planned. Bids are scored out of 22 points: up to 12 points for the annual fee offered, up to 8 points for equipment and service enhancements, and up to 2 points for proposing a contract to collect used cooking oil. Optional enhancements include a 65-inch television, a 100 m² terrace awning, a subscription to a sports-broadcasting platform, 180 Christmas lunches for older people, and 700 gluten-free treat packs and 700 snack-and-drink sets for students. Bids must be submitted electronically within 30 days from the day after publication of the contract notice. Tenderers must demonstrate the required financial and technical capacity and provide the declarations and evidence specified in the tender documents.
