Fixed and mobile telecommunications and data services

Summary

SEIASA is procuring fixed and mobile telephony, SMS, and data and internet connectivity for its five offices, together with a virtual IP telephone system, installation, migration, commissioning, maintenance and support. The contract will run for 48 months, start no later than 12 February 2027 and cannot be extended. Its estimated value is EUR 333,960 excluding VAT. The mobile service includes 25 lines with unlimited voice and data and 31 lines with at least 1,000 voice minutes and 5 GB of data. The required solution also includes fixed telephony, a private short-number network and data connections: four fibre connections of at least 600 Mbps for the Seville, Valencia, Valladolid and Zaragoza offices, plus a 1 Gbps FTTO connection with at least four static IP addresses for the Madrid headquarters. The provider must supply and maintain the necessary network and telephone equipment and 56 new mobile phones in different performance categories. The service must normally be available 24/7; commissioning must take no more than four weeks, and any service interruption must not exceed four hours. Bidders must submit compliant technical and price proposals and demonstrate the required capability, including direct operation of their own network and a high-level information-security certificate. Evaluation also rewards optional improvements such as higher fibre speeds, a backup connection, additional static IP addresses and a shorter commissioning period.
