Supply and installation of locking components to secure ICT equipment – Phase 2
Summary
The tender covers the supply and installation of electronic locking components and locks to protect ICT equipment at Adolfo Suárez Madrid-Barajas Airport. The work includes adapting doors and access points where needed, mechanical commissioning of the installation, maintenance and a two-year warranty. The equipment must be compatible with the airport’s existing electronic locking system; alternatives are not accepted. Programming electronic cylinders and integrating them with existing systems are not the contractor’s responsibility, but the contractor must provide Aena with the technical information needed to manage the installed equipment. This is an open supply contract without lots, with a ceiling of €350,000 excluding VAT and a term of up to 12 months from the contract start record. Actual quantities will depend on Aena’s needs, and the contract may end earlier if the budget is exhausted. The bid must cover every line in the price schedule and state one discount percentage applying to all unit prices; prices must remain unchanged throughout the contract. Requested items must be delivered within one month of the request. Bidders must submit an implementation project, technical data sheets for each item, and manufacturer evidence concerning materials, alloys, resistance and applicable standards. Locks and cylinders must be new and compatible with the existing system; spare parts must remain available for at least 10 years. The bid must include a preventive maintenance plan, a commitment to adapt doors where necessary, the proportion of materials suitable for recycling, and a declaration of key personnel experience. Installed equipment must be maintained during at least the two-year warranty period. To qualify, the bidder must have net assets of at least €70,000 in the latest closed financial year. It must also demonstrate that, in the highest-activity year during the previous five years, the accumulated annual value of comparable supplies was at least €245,000. Comparable experience means supplying and installing electronic cylinders with a management system. A bid must score at least 60 out of 100 in the technical evaluation. The tender also requires a €10,500 provisional guarantee, a final guarantee of 5%, and a complementary guarantee of 5%, both calculated on the award amount excluding VAT. Bids must be submitted electronically.
