Summary

The tender covers a single, integrated communications-services contract for the University of Cádiz: connecting fixed telephony to the public telephone network, providing mobile and data services, sending SMS messages through a corporate platform, linking campuses and buildings, and supplying mobile phones. Services will be provided across the Cádiz, Puerto Real, Jerez and Algeciras campuses. The mobile service must provide indoor 5G coverage in all university buildings. Data links must use fibre optics and include inter-campus, intra-campus and redundant connections meeting the required capacity and reliability. The fixed-telephony system must include maintenance of four Asterisk/FreePBX nodes, and the SMS service must support bulk messaging through a corporate platform. The initial contract term is two years, with annual extensions permitted up to a total term of five years. The estimated value for the initial two-year term is €521,332.50 excluding VAT, or €260,666.25 per year. The supplier must provide 200 mobile phones free of charge at the start of the contract and a further 100 for each extension year; the unit price for additional phones must not exceed €200 including VAT. Offers will be assessed on price and technical solutions and enhancements: price is worth up to 60 points, with the other award criteria worth up to 40 points in total. Bidders must demonstrate the required turnover, comparable service experience, and technical and service-management staff. Offers must be submitted under an open procedure in three separate sections, with pricing kept separate from the technical proposal.
