Summary
Plasencia City Council is procuring an integrated service covering email, web hosting, electronic certificates and domain management; the contract is not divided into lots. The email solution must support at least 800 active accounts. The contract runs for two years, with annual extensions possible up to a maximum total term of four years. Following contract signature, transition, data migration and implementation must be completed within three months. During that transition, the contractor must maintain the existing service without undue interruption, with no payment for the transition phase. The annual budget is €12,500 excluding VAT and €15,125 including 21% VAT; the estimated total contract value is €50,000 excluding VAT. Payments are made quarterly in arrears. Price is the sole award criterion: bids receive up to 100 points, with the lowest price preferred. Bids must be submitted electronically as a single file and include the required responsible declaration and annual price offer. The submission period is 15 calendar days from the day after publication of the contract notice. To participate, a company must demonstrate the required financial and technical capacity, provide evidence of comparable service experience, and appoint a contract manager with appropriate qualifications or sufficient experience. The successful bidder must provide civil-liability insurance and evidence of Tier III data-centre infrastructure, or a technically equivalent solution, and the required medium-or-higher information-security level. Bidders must confirm that they are not prohibited from contracting and that their tax and Social Security obligations are up to date. No provisional bid guarantee is required; the successful bidder must provide the final guarantee calculated on the stated contract term.
