Concierge and reception services at municipal facilities

Summary

The tender covers concierge and reception services at municipal facilities in Tomelloso, divided into three lots: social services and the women’s centre; education, youth and children’s services; and library and cultural services. Duties include opening and closing buildings, managing keys and alarms, assisting visitors, handling activity registrations and attendance records, carrying out simple office tasks, moving materials, and supporting the organisation of activities. Staff must have basic IT skills. Schedules may change with at least 24 hours’ notice, and work may include evenings, weekends and public holidays. The contract runs from 1 January to 31 December 2027 and may be extended once through the end of 2028. Minimum annual service volumes are 6,850 hours for Lot 1, 1,750 hours for Lot 2 and 1,640 hours for Lot 3. The total annual budget is EUR 153,425.45 excluding VAT, or EUR 185,644.79 including VAT; the estimated total value including the possible extension is EUR 306,850.90 excluding VAT. Lot budgets excluding VAT are EUR 102,065, EUR 26,117 and EUR 25,243.45 respectively. Reference hourly rates are EUR 14.90 for daytime work and EUR 17 for Saturdays after 3 p.m., Sundays and public holidays, both excluding VAT. An offer must not exceed the budget for the relevant lot. Participation is reserved for registered social-initiative special employment centres or registered work-integration social enterprises. A bidder may tender for one, several or all lots, but must offer for the full scope of every lot selected. Price is worth up to 40 points and improvements up to 60: up to 20 points for free annual staff training of at least 40 hours, and up to 40 points for additional workplace support for employees with disabilities. The additional support totals 100 hours annually for Lot 1, 25.5 hours for Lot 2 and 24.5 hours for Lot 3. The bidder must ensure uninterrupted service through staff cover, appoint a local coordinator who checks the service in person every day, and comply with workplace safety, collective-agreement and staff confidentiality requirements.
