Unarmed Guarding and Security at the Zamora SEPE Provincial Office
Summary
The procurement is for unarmed guarding and security services at the provincial office of Spain’s State Public Employment Service in Zamora, at Fray Toribio de Motolinía 9–11. The service runs Monday to Friday, 7:30 a.m. to 3:00 p.m., and covers protection of the building, property and people; control of entrances and the alarm system; patrols; visitor and parcel reception; and daily incident reporting. The contractor must also connect and maintain the alarm system and provide a 24-hour call-out service every day of the year. Following an alarm, a guard must arrive within 15–60 minutes and remain until the incident is resolved and normal conditions are restored. The contract runs from 1 January to 31 December 2027, with an extension of up to one year. Its estimated value is EUR 78,307.36 excluding VAT, and the maximum bid is EUR 47,375.96 including VAT. The successful bidder must take over one existing security guard whose working schedule is 93.7% of full time. Evaluation awards up to 49 points for price and up to 51 points for automatically assessed additions: first-aid training including semi-automatic defibrillator use, a site visit, and additional call-out personnel and response time. Participation requires the specified registrations, security-sector authorisation, turnover and comparable-service experience, together with the required declarations and an electronic bid.
