Operation of the rural multi-service facility and municipal swimming pool

Summary

The tender is for a service concession to operate Azaila’s rural multi-service facility and municipal swimming pool. The operator must provide bar-cafeteria, restaurant, terrace, tourist information, Wi-Fi access point, shop and swimming-pool services and ensure their continuity. The contract runs for one year and may be extended by mutual agreement one year at a time, up to a total of five years. Minimum seasonal opening hours for the facility are 10 hours on weekdays and 12 hours on weekends and public holidays from September to June; in July and August, the minimums are 8 and 10 hours respectively. It must open no later than 9:00 a.m., and Monday is the weekly rest day. Pool opening hours are agreed with the municipality for each season; the pool is to open in the second half of June and close during the first week of September. Bidders must submit an operating and management plan, an annual concession-fee offer (minimum EUR 1 per year, excluding VAT), and qualification and administrative documents. Offers are assessed on the fee offered (up to 25 points), school-age children (up to 50 points), and the operating plan (up to 25 points); the plan must be presented orally to the evaluation panel. The contract is not divided into lots and subcontracting is prohibited. In addition to the concession fee payable to the municipality, the successful operator must pay EUR 150 per month to use the accommodation provided for the service and cover its utility costs. The operator is responsible for delivering the service, keeping the premises clean and maintained, and complying with employment, occupational safety, health and insurance requirements.
