Virtual Reality Programme Service: The World of the Senses VR

Summary

The tender is for the delivery of the “The World of the Senses VR” virtual-reality programme for the Social Cohesion Department of Dos Hermanas. It serves children and young people aged 6–21 with functional disabilities and/or neurodivergence. Individualised multisensory sessions use virtual, augmented and mixed reality and haptic devices to develop communication, social, cognitive, motor and self-regulation skills, among others. The programme is intended for 15–20 participants and runs in municipal premises during the school year, from October to June. Sessions last approximately 60 minutes and are initially scheduled for Monday to Wednesday, 16:00–20:00. Because of exclusive rights, the procurement uses a negotiated procedure without prior publication and invites the rights holder, Minifunkids, S.L.U., to submit an offer. Price is the sole award criterion, worth 100 points. Negotiations may also cover support with participant registration, preparation of three technical reports, attendance at specialist working-group meetings, and guidance and training for families. Offers must be submitted electronically by 13 October 2026 at 23:59 and remain valid for three months. The annual price is €27,442.80 excluding VAT and €33,205.79 including 21% VAT. The contract covers the 2026/2027 school year and may be extended twice, for a maximum of the 2027/2028 and 2028/2029 school years; the estimated total value including extensions is €82,328.40 excluding VAT. The contract is not divided into lots. The bidder must demonstrate the required financial and technical capacity, prove the programme’s exclusive rights, and provide the specified staff qualification and background documents. Contract performance requirements include workplace health and safety, compliance with the applicable collective agreement, data protection, non-sexist and non-discriminatory materials, and paperless communications.
