Summary

The tender covers the provision of home-help services for eligible people in the ten municipalities served by the Sierra Oeste Social Services Association. Services include domestic assistance and personal care, such as cleaning, help with food and clothing, assistance with washing and mobility, support with meal preparation and supervision of prescribed medication, and accompaniment on necessary errands. The service is intended to help people remain independent and live at home. Medical procedures, overnight supervision and supervision in hospitals or other settings outside the home are excluded. The contract runs from 1 November 2026 to 31 October 2028, with no ordinary extension planned. Its estimated value is EUR 324,120 excluding VAT and EUR 337,084.80 including 4% VAT. Bidders must quote hourly rates: the maximum for an ordinary hour is EUR 25.95 and for an extraordinary hour EUR 26.35, both excluding VAT. In general, service provision is limited to 21 hours per week per user. Offers are evaluated on price (up to 49 points) and additional services (up to 51 points), including free transfer hoists, intensive cleaning, a service-management platform, digital internal communications, key handover and an office within a 60 km radius. Bidders must demonstrate the required turnover and relevant experience, or use an alternative method of proof allowed by the tender documents, hold the required regional registration in Madrid, and provide qualified staff including a service coordinator working at least one third of a full-time schedule. The incoming provider is required to take over existing staff. Bids must be submitted electronically. Before signing the contract, the successful bidder must provide a 5% final guarantee and insurance cover of EUR 300,000.
