Installation of a 20 kW photovoltaic plant at the Alcalá 31 building

The procurement covers construction works to install a rooftop photovoltaic plant with a nominal capacity of 20 kW at the building at Alcalá 31 in Madrid. The system is intended for the building’s own energy consumption; the project in the tender documents defines the scope and technical requirements. The contract is not divided into lots. The estimated budget is EUR 68,530.83 excluding VAT, or EUR 82,922.30 including 21% VAT. The works must be completed within two months from the day after the works commencement record is signed. The works may receive up to 40% co-financing from the Community of Madrid’s 2021–2027 European Regional Development Fund programme. Bids must be submitted electronically. Bidders must carry out a mandatory technical visit to the building before submitting their bids and include the visit certificate. Economic, financial and technical capacity is not required as a selection criterion, but bidders must hold the required authorisation and registration as a low-voltage electrical installation company. The works must be staffed by a construction manager, a qualified architect and solar installation and maintenance technicians. Bids are evaluated on price for up to 70 points and quality commitments for up to 30 points: an extended warranty (up to 8 points), sustainable construction management measures (up to 4 points) and preparation of an as-built BIM model (18 points). The successful bidder must provide the required liability insurance before the contract is formalised. The works must comply with the project, occupational safety and waste-management requirements.
