Audiovisual production and editing for coverage of government activities

Summary

The contract covers audiovisual production and editing to report on the activities of the President of the Generalitat, the Government, its members and the Government spokesperson. The work includes filming events with professional camera and sound equipment, as well as concept development, scripting, pre-production, editing, post-production, effects, voice-over, and the creation of sound and music or the procurement of the relevant rights. Finished videos must follow the Government of Catalonia’s visual guidelines, include subtitles and meet accessibility requirements; they will be used on government social media, blogs and websites. Services are delivered throughout Catalonia, and the contractor must perform all tasks itself; subcontracting is not allowed. The contract runs during 2027, with up to two annual extensions through 31 December 2029. The budget is EUR 179,229.80 excluding VAT and EUR 216,868.06 including VAT; the estimated value, including possible extensions and modifications, is EUR 645,227.28. Services are ordered as needed at unit prices, with no minimum volume of orders guaranteed. Edited footage must be delivered within 24 hours after filming; a video that does not require filming must be delivered within 72 hours. Requested corrections must be completed within two hours. Offers are assessed on a technical test worth up to 49 points, price worth up to 47 points, and additional camera-operator experience worth up to 4 points. A minimum technical score of 30 points is required.
