Procurement of advanced lightweight portable devices for the Madrid Assembly’s mobile office

Summary

The procurement covers the supply of 200 lightweight touchscreen tablets or ultralight laptops, preferably detachable-keyboard 2-in-1 devices, and 30 docks or docking stations for users of the Madrid Assembly’s mobile office. The devices must be delivered ready for use, with accessories, software installation and activation, corporate configuration, initial distribution to users, and ongoing support and warranty management. Accessories include, among other items, a mouse, digital pen, power adapter, port replicator or necessary adapters, and carrying case; three spare SSDs must also be provided, together with guides and tools where needed. The estimated contract value is €650,000 excluding VAT (€786,500 including 21% VAT). The devices must meet the technical specifications, including Windows 11 Pro, at least 16 GB of RAM, a removable 256 GB SSD, a touchscreen of at least 13 inches, and compatibility with Windows Autopilot and Microsoft Intune. The supplier must automatically provision the devices, connect them to the corporate identity and management environment, and ensure that Intune policies, security and compatibility remain operational throughout the contract. The total delivery and configuration period is no more than 45 calendar days from contract signature: work on the reference device must start within 5 days, and delivery of all devices must be completed within the following 40 days. Partial deliveries are permitted, up to a maximum of four. The devices require a four-year manufacturer’s enterprise warranty, on-site support and accidental-damage protection. Support must cover repairs, a replacement device when needed by the next working day after incident validation, retention of the SSD, and assistance with device management and user changes. The contract is not divided into lots. Bids are evaluated on price (up to 30 points) and technical features (up to 70 points); bidders must score at least 30 of the 55 points for technical features, excluding points for a shorter delivery time. Bidders must demonstrate the required financial and technical capacity and submit the required forms and technical evidence.
