Framework Agreement for Caretaker Services

Summary

The tender concerns a framework agreement for facilities and caretaker services at ZEW premises in Mannheim. The work includes weekday cleaning and removal of visible dirt, washing outdoor and indoor areas and the underground garage, winter maintenance, care of planter boxes, weed removal, taking waste bins outside for collection and returning them, and graffiti removal. Daily tasks must be completed by 8:30 a.m. Winter maintenance is also required at weekends and on public holidays: areas must be cleared by 7:00 a.m. on weekdays and by 9:00 a.m. on Sundays and public holidays; if icy conditions arise during the day up to 8:00 p.m., the contractor must respond promptly and repeat the work if needed. Eco-friendly grit must be used; de-icing salt is generally prohibited and, in permitted exceptional cases, limited to 20 g/m². Winter maintenance must be documented with photographs and, for weekend and public-holiday work, timesheets. Annual deep cleaning of outdoor areas must be completed by the end of April and of the underground garage by the end of May. Weeds are to be removed weekly in spring and summer and monthly in autumn and winter. The framework agreement starts on 1 January 2027, initially runs until 31 December 2028 and may be extended automatically up to 31 December 2031. Bids must cover the entire service; the contract is not divided into lots and alternative bids are not permitted. The bid must state a monthly fee excluding VAT and hourly and per-kilometre rates for additional work. Price is the sole award criterion. The bid submission deadline is 27 October 2026 at 12:00.
