Maintenance of Schleswig-Holstein’s catchment-area data for 2027–2030
Summary
The procurement covers maintenance of Schleswig-Holstein’s official water-management watercourse register’s catchment-area data: checking and correcting consistency across the register and updating catchment data, including catchments associated with water-management structures. Work will be carried out as needed using ArcGIS Pro (with ArcMap potentially required during the transition) and additional tools, directly in the register’s data. Tasks include maintaining the geometry and related records for watercourses, catchments, lakes and water-management structures in accordance with LAWA guidance. Work is due to start on 1 January 2027. The contracting authority may unilaterally extend the contract until 31 December 2030. The maximum budget for the four-year period is EUR 203,500 including VAT: EUR 50,500 for 2027 and EUR 51,000 for each of 2028, 2029 and 2030. Actual orders depend on the authority’s needs and available funds, and use of the full budget is not guaranteed; funding for 2028–2030 is subject to budget approval. Bidders must quote an average hourly rate for 2027, which will be adjusted in subsequent years using the official inflation index. Price accounts for 40% of the evaluation and the organisation, qualifications and knowledge of the assigned personnel for 60%. At least 400 of the 600 personnel-criterion points are required. The bid must include the required company and turnover information, declarations concerning professional or commercial registration and liability insurance, 3–6 references for relevant work carried out in 2023–2025, and individual qualification and experience details for at least two people assigned to the contract. Bidders must also complete a sample exercise involving catchments and a watercourse network. They must be able to communicate exclusively in German and provide a stable, high-speed internet connection and videoconferencing equipment. At least two mutually interchangeable people must remain available throughout the contract. Bids must be submitted electronically by 09:00 on 26 October 2026.
