Towing service for vehicle removal at the request of the Local Police

Summary

The contract covers vehicle towing and removal services at the request of the Arrecife Local Police on public roads throughout the municipality. The service includes immobilising and towing vehicles to the municipal depot or another location designated by the police, including improperly parked vehicles, vehicles obstructing traffic, accident-damaged vehicles and vehicles requiring removal in other cases provided for by law. It supplements, rather than replaces, the existing municipal towing service: the contractor must provide extra capacity for simultaneous requests between 07:00 and 15:00 and uninterrupted coverage in the afternoon, at night, on weekends and on public holidays. The tow truck must reach the location specified by the police within 15 minutes, and the service must be available 24 hours a day, every day of the year. The contractor must provide at least two qualified tow-truck drivers and properly equipped tow trucks with a minimum tare weight of 2,000 kg. The vehicles must be in working order, new or no more than two years old, and have the required permits and inspections. The procurement documents state that three tow trucks are mandatory; bidders may offer up to three additional vehicles. For each removal, the contractor must complete and sign a report with the police, take at least two photographs before moving the vehicle, provide a sticker notifying the vehicle owner of the removal, and accept responsibility for damage caused during towing. The initial contract term is one year, with up to three one-year extensions, for a maximum total term of four years. The annual budget ceiling is €65,000, including 3% IGIC (€63,106.80 excluding tax); the estimated total value including possible extensions is €252,427.20. Evaluation awards up to 80 points for discounts on daytime and night-time hourly rates, up to 40 points for each time band, and up to 20 points for additional tow trucks. The maximum hourly rates are €26.57 for daytime service and €30.55 for night service. Bidders must meet the turnover, insurance and similar-service experience requirements and provide the required declarations and evidence.
