Provision and operation of an automated catering system for employees at up to three locations

Summary

Hamburg Port Authority is procuring the provision and operation of an automated fresh-food vending system at up to three employee locations. The system must provide access 24 hours a day, seven days a week, and use closed vending machines that release products only after purchase. The overall catalogue must contain at least 250 products, including fresh ready meals, bowls, sandwiches, wraps, salads, snacks and drinks; fresh products must have a remaining shelf life of less than 7 days, and frozen products are not permitted. At least 6 different main meals, 9 small dishes, 12 drinks and 9 snacks must be available at the same time. Machines must be replenished at least twice a week. The service includes maintenance and cleaning, quality and shelf-life checks, documentation of the cold chain, and remote monitoring. Payment must be cashless only; automatic temperature measurement and recording and an HACCP-compliant system are required. The procurement includes a three-month pilot phase and an initial two-year contract, with an option to extend for a further two years. Unsold stock and its financial risk remain with the contractor; HPA subsidises only eligible main meals actually purchased by employees. Bidders must provide evidence of business registration, turnover and comparable experience, together with the required insurance and other evidence. Price and service quality each account for 50% of the evaluation. The offer must be submitted in German electronically by 11:00 on 2 November 2026.
