Black short-sleeved T-shirts

Summary

The Public Security Service under the Ministry of the Interior is purchasing black short-sleeved T-shirts for officials to wear under their uniforms throughout the year and also as outerwear. The comparison quantity is 3,500 shirts; the contract uses fixed unit prices and has a maximum value of EUR 115,000 excluding VAT (EUR 139,150 including VAT). Orders will be placed as needed, with a minimum of 500 shirts per order. The contract runs until all obligations are fulfilled, but for no more than 24 months. Each complete order must be delivered within five months, and a pre-production sample must be agreed within one month after the contract takes effect. Before the bid deadline, bidders must submit compliant samples of the men’s and women’s models and, with their bid, fabric laboratory test reports, a valid ISO 9001 or equivalent certificate for the manufacturer, proof of the right to represent the manufacturer, and evidence of compliance with the environmental requirements. No separate turnover or previous-experience thresholds are set. The products are subject to detailed material, durability, labelling and packaging requirements, including the use of fully recycled polyester fibre and the required proportion of organic or recycled cotton. The price accounts for 70 points and technical advantages for 30 points. The bid must include a completed European Single Procurement Document and the required declarations, and must be submitted in Lithuanian.
