Design and construction of a gas distribution network in the Scheia and Mironeasa communes

Summary

The procurement covers design and technical assistance services, together with works to establish a natural gas distribution network in all settlements of the Scheia and Mironeasa communes in Romania. The project includes a pressure regulation and metering station, the gas network, 1,775 service connections totalling 17,750 metres, road and valley crossings, directional drilling, and reinstatement of asphalt roads, roadside drains and gravel roads. The system is also intended to use data-transmission technology. The contractor will prepare the technical design and detailed drawings, provide the designer’s technical assistance during construction and the warranty period, and carry out the works. The estimated contract value is RON 31,723,573 excluding VAT. The contract period is 24 months: 2 months for design and 22 months for construction; the works must carry a warranty of at least 36 months. Contract award is conditional on securing the necessary funding. Bidders must demonstrate legal registration, access to unencumbered funds of at least RON 2,784,870.27 to cover two months of performance, comparable works worth at least RON 30,000,000 under no more than three contracts completed in the last five years, and comparable design services worth at least RON 900,000 under no more than five contracts delivered in the last three years. Evaluation awards 40 points for price, 15 for the warranty period, 15 for the suitability of the schedule, 15 for the methodology, 5 for reuse of excavated material and 10 for relevant project manager experience. The minimum warranty is 36 months; no additional points are awarded for a period exceeding 60 months.
